Greg Swartz joined D.A. Davidson in 2024 to co-manage our National Utility Team and assist co-workers to optimize utility financings across the U.S. In addition to participating to $17.5 of public offerings and placements, Greg assists clients to obtain financial assistance and guarantees from federal and state funding sources including Army Corps of Engineers, Bureau of Reclamation, CoBank, Congressionally Directed Spending ("earmarks"), Rural Development, SRF, and WIFIA.

Greg assists clients to streamline fund flows, restructure master indentures/trusts, and reduce/eliminate debt service reserves. Previously, Greg coordinated Piper Sandler’s water/sewer group, served as Executive Director of Arizona’s Water Infrastructure Finance Authority, served as Chief Financial Officer for Indiana’s Infrastructure Finance Authority, and issued bonds on behalf of the State of Illinois.

Beginning in 8th Grade in a rural Indiana community, Greg has worked in, built, financed, and continues to frequently use water and sewer facilities. Greg has a bachelor’s degree in economics from Butler University, a master’s in finance from Indiana University, and Series 7, 50, 52TO, and 63 licenses from the Financial Industry Regulatory Authority.
